Unable to install esim

Just fired up iPad Pro 13 with apparently preinstalled eSIM. Tried installing it but with no success. Go through the directions to the point I get a qr code but can't get any further. I have had codes sent and put them in but does but then says activation failure. After several attempts I managed to get the eaim installed on my iPhone which i have had to delete. Gave up trying at the moment but wondered if anyone has any ideas. Tried ordering a replacement eSIM but end up with the same problem.
