Telenor Maritime
I'm going on a Mediterranean cruise and have free date roaming
Will that cover connecting with Telenor Maritime when at sea

No. Look at the ship's charges for the service. (It may be very expensive)
If you can connect to an on-shore mast whilst in range of land then that should be included. (Subject to exact location and fair usage limits)

That covers 120 countries worldwide but doesn't cover using your phone whilist at sea which will cost you a small fortune:
Calls and texts: While you're on a cruise, you can use your phone for calls and texts where there's a compatible satellite network coverage. See the Sky Mobile tariff guide for 'Over the sea' roaming charges. You can still use voicemail (not visual voicemail).
Mobile data: We'd recommend you use the Wi-Fi services on board the ship (if available), as mobile data Isn't available on a cruise (at sea).

For 4G/5G data from land-based cellular masts located on the soil of participant nations. These typically have a maximum range of around 20 miles, so if you can see land then you may get a connection.

Ship-board WiFi would typically be using a two-way satellite system, so no, that's not covered by cellular data 'roaming' agreements, and is usually rather expensive.
