He needs to contact the taxi company if possible as he's probably left/dropped it in the cab. We aren't hearing the full story here.
If it's definitely lost or stolen this link explains how to report it to Sky https://www.sky.com/help/articles/lost-or-stolen-sky-mobile
It's worth also reporting it on the Immobilise website

Did the driver (wrongly) confiscate the phone as your son was unable to pay the taxi fare? If so you would expect the driver to have left details with the passenger on how to get it returned.
