Sky passport

When in uk I set up enough money in the spend cap for calling using data in the USA. After 7 days it says unable to set up passport as not enough money. But all our spend caps say £28. Any ideas? I can't call sky from here as the menu options are all distorted

Put the spend cap up - I found the same when in the states.  It's £2 per day per sim - but I found the cap seemed to cut in too early.
