Sky Unable to provide PAC

I have been on the phone a dozen times to obtain my PAC code, each time I am told they are unable to generate it and it has been passed onto a different team. I am also unable to obtain it via sms or the Sky app. 

How can I obtain my PAC code?

I am just another Sky customer and my views are my own even if you don't like the answers
