Sky Mobile not working in Mexico

My wife & I both have Samsung phones, neither of which is able to make or receive calls in Tulum, Cancun, Mexico. We are both getting the message "Emergency Calls Only". My phone has somehow managed to pick up the correct time here but my wifes's is still showing UK time. Our phones have worked here perfectly in the past as soon as we've got off the plane. My wife recently visited the US & her phone worked perfectly there. I'm thinking it could be a network issue given it's both our phones (one's an A53 & one's an A54).

I've scoured the internet for suggestions & tried everything without success.

Both phones are working perfectly over Wifi so we have internet and, thankfully, can therefore use WhatsApp.

Any suggestions would be much appreciated - thank you.

Perhaps also note that unlike in the USA where £2 per day 'roaming' to access a UK allowance applies, using any cellular data south of the border (or making/receiving calls and texts) would be extremely expensive.
