Do sky do a sim for disabled person alarm.

Not specifically.
Sky only sell data plan SIMs with inclusive calls and texts.
It may work - something to check with the alarm manufacturer.
I am just another Sky customer and my views are my own even if you don't like the answers

I believe that a specialist multi-network SIM may be more appropriate for such use.
