Service restricted

I am getting the following error message when trying to upgrade my phone. When you click to reinstate things it just takes me round in circles. My payments are up to date and I've called numerous times but it's still there. I can phone to upgrade but I prefer to view them by the app. Can anyone help get this resolved. This is the message 

Your services are currently being restricted

There is an outstanding action on your account which is resulting in your services being restricted. Find out how to remove these restrictions.

Hi @jo.h  unfortunately this isn't sky CS here so you will have to preserve on the phones. You could try an official complaint to see if that escalates your issue ?
