SIM CARD - new card does not work

SIM card finally recieved but phone does not recognise it. ' No Service' I am not prompted to put code in. 
The card was late in arriving - could it be the 31 days have expired? 
please advise. 
could the existing phone be locked as was with O2. 
please advise.
