I don't know what phone he has got but most have an option to block calls from unknown numbers so have you looked into this as only callers that are in the contact list will get through.
You can only cancel this number if he has had it for 12 months or more so to do this the account holder would need to call Sky on 150 and order a new one at the same time. As all numbers are recycled there are very few actual new numbers.
