Roaming
I am in the USA and I have two phones that aren't showing the mobile data option to allow roaming.

Being in the USA should prevent your phones from having the mobile data options on them as this is part of the software on the phone as it can usually be found in the settings app somewhere so have you tried rebooting the both of them ?
