Do you have a spend cap set ?
Is your phone set to abroad:
Apple:
Settings > Mobile Data > SIM Applications > Make sure this is set to Abroad.
Android:
Sky Menu App or SIM toolkit > Roaming > Make sure this is set to Abroad.
