Roaming isnt working in Italy

My passport plus (roaming in Europe for £2 a day) isn't working, any idea why?

thanks for your reply. It wont let me activate it because I've reached the spending cap for this month, however I actually have turned spending cap off. I dont know how to change it or fix it!
