Refreshing Sim Data

Hi I've just arrived in Turkey and my phone is constantly popping up with a message saying refreshing sim data. How do I stop this? I don't need or want to make calls or send text messages as I can do everything through WhatsApp via WiFi. Any help would be great. Thanks

Make sure mobile data and roaming are turned off via settings on your device.

Yes they are both turned off and it's still happening.

Go to SIM Settings and turn off your SIM
