Reactivate old mobile number - not currently in service

I used an old mobile number as a recovery number on an internet account and would like to rectivate it so I can regain access to my old account. I think the mobile number was originally from Sky (it's been a while) so I'm looking to see if I can open a new account and have the number allocated to me; the number is not currently in service so I know it's not been given to someone else.

Unfortunately to cannot 'request' a particular number - used or not.

Numbers are allocated dynamically when activating a SIM.
