Phone swap and separate new sim
I'm looking to swap my device and change the sim plan I am on however, I can get a better deal on a new sim than I can managing my current one. If I swap my device and buy/activate a new sim and data plan (cancelling my current one once I've done so) will I get 2 separate bills or will they be combined as they are on the same account?

Combined.
But any new SIM you activate will have a new phone number.

If the new sim is ordered on the same account that the other sim and phone is on then you will be billed for it on that account.
I'm sure you are aware that you can not directly transfer a number between two Sky sims.

so with the phone number...am I not able to keep the number at all even once cancelled and with the pac etc?

If you cancel a sim then that number is lost. The only way to move it to the new sim is to move it with a pac code to a PAYG network then back again via another pac code to the new Sky sim.
