Order hasnt arrived dpd no help sky no help

Ordered two ipads which are still yrt to arrive with me. 
ordered on the 9th Oct

attempted delivery with DPD on 10th

rearranged delivery for 14th- didn't arrive

spoken to at least 12 different agents at sky who have not helped at all- all keep telling me they will escalate

one told me I needed to contact DPD after being on call with them for and hour and 14 minutes

DPD- cannot deal with this account and need to have Sky to escalate as signitory Dispute

where do I stand can someone give me support to get my items that I have ordered. 
how do I make a serious complaint to sky?
