Mobile data not working

Have recently changed android mobile and now I can't access the internet when I'm not on wifi.  Roaming is on.  Can anyone help?

Roaming shouldn't be on unless you are not in the UK so is this the case ?

Even if I switch roaming off I still can't access data without using wifi.
