I no longer want to have a sim for my iPad but I can’t deactivate it

I need to deactivate my sim option so I do not recieve any charges anymore

You don't deactivate a sim but if you have been paying for it for 12 months or more you will need to call Sky to ask them to cancel it and this should take about 31 days I beleiev so during this time you will be billed for it as per usual.
