I have been trying to upgrade my data plan for over 6 weeks!

I have been trying to upgrade my data plan for over 6 weeks! I just keep getting a message saying "sorry, there's been a problem"! I did go into a shop but they said it was probably because I had upgraded by phone and to wait 28 days but it's still not working! Has anyone got any ideas please
