Please can you tell me why I'm being charged for a mobile that was faulty

Faulty or not billing continues as normal as it doesn't stop should it develop a fault. If it has been sent of to be repaired then when you get it back you could ask to Sky about applying a credit to your account to cover the days you did not have it.
