EU roaming won’t activate

My EU roaming passport will not activate this time. I've always travelled to Italy and EU and my roaming has activated immediately. This time there's no way to activate it and customer service has no idea why. 
not an issue with settings nor spending cap. 
Is anyone else having the same issue?
