Cannot make calls on my iphone16 abroad

I have 2 x iphone16 pro max.

currently in US 

I cannot make calls on either of them - just ends call as soon as it is dialled.

Have completed all trouble shooting with sky chat and social media several times.

last night I was so frustrated I set my phone to factory level and I was able to make calls but this morning it is back to call ended.

can anyone help? Please

Make sure this setting is set to abroad:

Apple:

Settings > Mobile Data > SIM Applications > Make sure this is set to abroad.

Android:

Sky Menu App or SIM toolkit > Roaming > Make sure this is set to abroad.

That apart have you tried searching for other networks to see if your device will connect and then work ?

I have tried every option for another carrier several times and no luck.

this is happening on

both my iPhones on my contract
