Yes for some programming.
In situations where Sky have taken a cloud recording, they may be limited to how long they are legally allowed to keep the recording on their servers. Personally i've seen some sporting events only have the cloud recording for 48 hours.
Typically with TNT Sports the replay should also be available via the Discovery + app, however its not always the case that the playlist gets updated when the show it uploaded to Discovery + due to missing or incorrect metadata being applied to the show on Discovery +.
