Only a subset of shows are cloud recording made off. Most shows don't have cloud recordings as they are available in the broadcasters on-demand app (typical for bbc, itv and c4).
the playlist feature is a link to the show on the on-demand app. In ITvs case it links to the show on ItV X, is the show isn't uploaded on ItV X yet then it's not available to watch. The playlist gets updated when the show becomes available on-demand.
if you have a bigger issue of nothing is playing in the ItV X app I'd suggest trying to reboot your device by unplugging it for 30 seconds and also perhaps trying an app refresh:
Settings > System Management > Resets & Updates > refresh apps. This process is not instant and is carried out in the background so don't expect an instant solution.
