It's how most service companies operate. The best deals are reserved for new customers. It's a lure, a juicy worm on the end of a hook, tempting you to bite, and then you're reeled in and locked into a long term contract, after which your prices will be raised.
These days there are less benefits for being a long term customer. You can negotiate better deals but it's rare to get as good a deal as a new customer might. That's why it pays to shop around and look at other service providers.
