Why cant I watch Sky on my mobile when in Uganda, please, I would like to watch sports etc while there!!??

That simply isn't possible as

 Sky Go can only be viewed in the UK or if you are a Ireland customer then in most European countries,

And was never possible.  Sky Go is not a global streaming platform: it's an add-on to the residential Sky television service for temporary use elsewhere in the UK (which was extended into Europe between 2017 and Brexit while EU regulation on 'cross-border portability of online content services' applied)

This is also the case for the Sky Sports app, and any other Sky service other than Sky television in UK/RoI, Germany, Austria, Italy and Switzerland.  There's also the subscription streaming service branded as SkyShowtime elsewhere in Europe, although technically that's Comcast/Paramount rather than 'Sky'.
