low broadband speed
Recently changed to Sky full fibre 150MBPS and just asked Sky to check speed and they it showed 148mbps. I have just tested speed using speed checker standing right next to the router and only getting 38mbps. Also on my tv speed test shows 13mbps and i am getting buffering
and very slow to connect. Any ideas?

Sky will (and can only) check speed to the hub, I'm presuming you're testing via wifi? Unfortunately no company guarantees wifi speeds as there's far too many variables.
Firstly, unplug the hub for 10 minutes and then reboot, hopefully a channel rescan will find a less congested wifi channel.
Have a look at the following to see if they can resolve your problem easily if no success with the above, you can also use the MySky app. If not you may need to consider either the Sky WiFi Max add-on package or perhaps purchasing a 3rd party mesh system (which remains yours regardless of ISP used and would be my own personal choice).
