There's no technical way for an ISP to do so, and internet provision is a regulated industry anyway.
It is however possible that local demand is exceeding the capacity of the local Openreach network infrastructure, or that there's increased wireless congestion in your vicinity.
If you are still on a copper connection, that particular circuit may have become degraded.
