No, I said they use the same network. Individual ISPs also use individual infrastructure such as DNS servers.
That's what I thought. So I'm baffled as to why you're introducing this. It's a bit like saying if a lorry drives into your phone line any ISP will go down. True, but completely irrelevant to the discussion.

Just to add to this, the problem could have been solved by adding the google DNS address to your network settings. When the recent outage happened I instantly changed my DNS address to 8.8.8.8 and had about 5 mins of downtime before i was working again.

Ours doesn't work either. When it rains is even worse! But it's the UK so it is bad!
We upgraded bc Sky suggested it would be better, then we had to add a booster in the house and now they are saying we should upgrade again.
it has not worked properly for a couple of years now. I end up using all my mobile data to tether and our kids don't even play online or have iPads so don't understand why it's so slow
