The refund under the terms of the Guaranteed Minimum Download Speed is for one month of the broadband subscription, and you need to claim that yourself.

A reduction on ongoing subscription is unlikely because any ISP has fixed costs to cover.  If you've been offered early exit from a contact term you can choose to take that if you wish, but any other Openreach-based ISP is likely to inherit the same problem.

How do I claim it?
I've been a loyal customer for many many years and it's a shame to be treated with such little care and respect

Unfortunately it appears that Openreach is not putting as many resources into maintaining the legacy copper network, preferring to concentrate on the rollout of FTTP instead.
