WiFi download speed

I am having constant issues with my download speed. I have guaranteed 400mbps but have had issues with movie streaming when the only device using the WiFi fully is the Apple TV box. Shows stopping and buffering every few minutes. Running a test on my devise is shows only 80/90mbps download and 30 upload

'Guaranteed' over cable as far as the Hub, not wirelessly from it

Those are entirely plausible speeds.  All WiFi is zero Mbs on the other side of a few walls.
