As per the title.

How can I speak to someone about checking this? Testing over ethernet with various speedcheckers and the fastest consistent speed I saw was 570.

@fishet assuming you are testing over a direct ethernet cable then call Sky to check if the upgrade has gone through. However if you have switches or things like powerline adapters in the connection the issue could be there.
