I was told on renewing my contract I'd have full fibre broadband. I've always thought it was slow and often drops out, and now I find its not what I have at all. Fibre to their box in street possibly, but copper to my house. Only found out when I received an offer to upgrade to full fibre for £33 a month, which I can't afford. Have I been conned??? It would explain why its so slow on occasion, and often drops out!!!

That's FTTC (Fibre To the Cabinet) which is the 'best' broadband available ('up to' 80Mbs) until FTTP (Fibre To the Premises) infrastructure is installed by Openreach. Typically FTTP is more expensive than FTTC because Openreach is investing billions to roll purely optical connectivity out nationally and so charges ISPs a premium.
As @jamesn123 indicates, both Ofcom and the ASA have historically let ISPs get away with marketing FTTC as 'fibre broadband': it appears that this may finally be about to change
