Typically when both ISPs carry data over the same national network it's the 'gaining' ISP which accepts the order and does the legwork. There won't be an option to transfer on the 'losing' ISP website because that's not really a thing.
Where the gaining ISP is an altnet provider (not on the same national network) then cancellation of the existing service must be done by the customer through the ISP they are leaving.

I believe in RoI you will need to provide Vodafone with your Universal Account Number (UAN) which should be on billing from Sky.

Yes that has been provided to Virgin Media, the only hold up is Sky

@tjtoomey You have confused people on here as the answeres you are getting are based on your initial post saying you were moving to Vodaphone when in your last post you state you are moving to Virgin.
Can you confirm who you are moving to as it makes a big difference to the answers you need/get

Switching to Virgin necessitates manual cancellation with Sky if you don't want both services at the address. This shouldn't be necessary for Virgin to proceed with the order unless they are doing something very different in RoI to their operation in the UK.
Here, we typically suggest the user keeps the Sky service going until Virgin is live, and vice versa, as that ensures no downtime.
