We're only other customers here, like yourself. What have Sky said when you've contacted them? What does the checker say?
To check on local outages.
https://www.sky.com/servicechecker
To run the local checker.
https://www.sky.com/help/articles/broadband-diagnostic-start (do run all tests)

Re: Speed to hub
Checker says speed from provider to hub is poor - 5mb - I have already had compensation this year for speed falling for 3 days in a row - seems to happen later in the evening - speed ok this morning but going to monitor this

Unfortunately it's no longer possible to claim compensation against the Guaranteed Minimum Download Speed: the only thing now 'guaranteed' is early exit without penalty if the quoted speed cannot be delivered.
If you are on a long or poor quality copper circuit then realistically Sky won't have any confidence Openreach will do anything about it.
