Slower broadband than before my broadband contract was renewed in April

My broadband speed has dropped from 9 Mb per 2nd to 5.5 Mb per second since April when my contract was renewed. I was promised an updated router which has never arrived

Your broadband speed wont change just by entering into a new minimum term on your contract. How are you measuring this speed? Over ethernet or WiFi?
