Slow wifi

I have 4 green lights on my hub and 4 full bars of connection yet the wifi I absolutely slow to hit working at all. I've reset everything as per instructions and a tech have come out and fixed everything 2 weeks ago. Why am I still not getting any connection? Is it the area? The flat is on basement level. Wifi also completely drops out when I go to the furtherest room from the hub.
