Slow internet speeds

We live rurally and our internet speeds are typically around 4mbps, however recently it's dropped to 1.6 or less and has become unstable.

Those speeds suggest either ADSL or very poor FTTC, and unfortunately the copper portion of both is susceptible to degradation from moisture and mechanical effects.  I doubt you have a Guaranteed Minimum Download Speed on such a bad circuit.
