Slow Internet
When I checked the speed of my broadband outside of the sky app all other apps tell me that I'm getting a download speed of less than 10 MB

The Sky app shows speed arriving at the Hub.
If you are using a wireless device then any other test is showing WiFi speed, not Hub speed.
