Slow Internet speed while claiming full speed being recieved.

Hey. My Internet keeps having lag spikes. I check the speed a few times and the results fluctuste between my full speed of 68.5mb/s to 2mb/s. It's never consistent. I have checked all settings on the hub and on my computer and have even used multiple speed checker apps including sky's own checker and all show the same results. I have already been given the right to leave with no penalty, however sky is the only brand that services my home. Any help?

Sky Broadband doesn't have a monopoly anywhere: what makes you think that's the case?
