Which make and model of a Microsoft Dock are you using?
You say ethernet speed tests are limited to 250Mbps, is that via an ethernet device connected directly to the hub?
What speed does the MySky app report to the hub over the past few days?

Re: SR213 Hub Ethernet Issues
It's a Microsoft Surface Dock.
Ethernet connection from Dock to Hub
Speeds into property are >700mbps consistently.
its just Ethernet which appears to be struggling with throughput.

Given your testing with the cables and wifi, the issue appears to be the dock, no idea why VM would have been different though.
If you have one, test the tablet itself with a USB-C to Gigabit Ethernet adapter plugged directly into the router. If that's fine then it's down to the dock, there's a link to the Surface internet diagnostic tools in the following thread if you haven't tried them yet.
