Router not working
Electric went off in early hours due to storm, flicked switch on fuse box and all power came back on but router is not working. There is only a flashing red 'power' light. No issues in area and have followed instructions to reboot/reset numerous times with no success. Option is to book an engineer with the earliest date available in 9 days which is not an acceptable time to have no WiFi. The router has clearly been damaged in the storm, and a new router is required.

If you have FTTP and an ONT box attached to the wall internally have you tried turning that off for 5 minutes as well? Turn the router off first and wait until the ONT (hopefully) has 3 green lights on before rebooting the router.
