Poor broadband

Hello

My broadband keeps causing the circle of death when I am watching streamed programmes.

Mobile phones sometimes loose wi-fi.

Sky engineer came out and replaced router and socket etc.

Seemed ok for a week and now back to same.

The sky speed test says all good but when I check it with other speed check it is up and down all the time. Downloads down to 15mb/s.

Now running ethernet cable from router to eliminate wi-fi concern. No change

Considering Virgin so that new cable/exchange may do the trick 

Anything else I can try first?
