Openreach Full Fibre connection. What do you do with the voucher

I have have recived an email from Open Reach advising that to get this service I need to apply for a voucher that is sent to my provider to get this service. Can anyone explain what the procedure is and what is it for?

Note that this is rarely enough to bring in FTTP for a single householder outside the reach of the national commercial optical rollout, and is realy intended for communities to get together and pool resources.
