Open reach permission to work

• Original go live date delayed, had to call sky twice before someone could explain what was actually happening. Apparently I need to complete a permission form for open reach to carry out some work to connect FTTP. the next day I received an email that looks quite suspect to me and the day after a txt message claiming to be open reach , but the mobile number that sent the txt +44 7800 zero zero eight one one eight isn't listed on the open reach site?? Scam or genuine? Any help appreciated as I'm really keen to get this set up considering Sky are charging me for the TV package while I pay out of contract prices to me previous supplier to stay online while this is all sorted out !!!
