This is usually done by openreach on the activation date unless a previous occupant has half inched the existing one

The customer doesn't do that. Once an order is placed for a broadband product which is going to be provisioned over FTTP then it's arranged by the ISP with the network provider.

In deleting the customers address i took the liberty to check . It says ont exists

It would be common for peole to make off with te ont. the 0333 number to call is in this link
