No. Most of the broadband lines in the Uk are owned by Openreach, then you purchase the connection through a paticular ISP.

A point of confusion can be that Openreach Ld is owned by BT Group, but required to operate independently of 'BT' the ISP/telco.

 

Sky Broadband currently requires an Openreach optical or copper bearer circuit at the subscription address: later this year there's going to be carriage over CityFibre optical circuits as well.

 

Contrary to popular belief, Sky has never been a satellite ISP.
