The guarantee is the speed down the line to your router which can often only be achieved via ethernet. WiFi speeds can vary and frequently may not reach the full line speed.
The highest guarantee on Sky's WiFi Max service is 25Mbps in each room so if your getting above that they won't consider anything a fault. If you run an ethernet test and get a low speed though that would be an issue.
