No: that's always a scam attempt. The bad guys are seeking to convince you to grant them remote access to a device which you also use for banking and other supposedly secure applications.
As a general rule, ISPs never make unsolicited calls to subscribers about 'slow internet' or 'hacking', and very rarely callback even for genuine faults previously logged with them.

Glad i read this as i have had 3 calls so far and kept thinking it might be genuine now i know for sure its a scam
